WW1 Draft records, do I have to go through NARA to get them?

I was curious if there was a way to find WW1 military records, specifically draft records, from the State of Ohio. I know you can request military records from the NARA (National Archives for Records Administration) website, using a SF-180 form, but I was curious if I could try on a State level. Who should I contact in the state of Ohio to obtain copies of such records? Would the OHS (Ohio Historical Society) or GOVA (Governor’s Office of Veteran’s Affairs be of any help?
